Investigator Biography - William (Bill) Leo


William Leo is currently the senior latent print examiner and crime scene investigator with a major Northern California law enforcement agency's Crime Lab. Bill has 34 years of experience and is well known and respected in the field of forensic identification.


Bill's has conducted over ten thousand crime scene investigations to include over one thousand homicides and officer involved shooting scenes. Bill has obtained key evidence in a number of high profile and serial killer investigations.


In the field of fingerprint identification, Bill's credentials are second to none. He is a Board Certified Latent Print Examiner through the International Association for Identification. He has qualified as an expert witness in fingerprint identification over five hundred times in State and Federal Courts. Bill has been called upon to defend the field of fingerprint identification during court challenges to the admissibility and scientific foundation of fingerprint evidence. Bill is the author of the textbook, Fingerprint Identification, and is a Past President of the Northern California Association of Fingerprint Officers and currently serves on its Board of Directors.


Bill has over twenty-five years of experience teaching college level courses and advanced officer's training in crime scene investigation, latent print identification, and expert witness testimony. He is currently on the Adjunct Faculty at Rio Hondo College.


Bill possesses an Associate in Arts Degree in Administration of Justice, a Bachelor of Science Degree in Criminal Justice with a specialization in Forensic Identification, and a Master of Science Degree in Criminology from Indiana State University. Bill has a lifetime California Teaching Credential in Police Science.


Bill is available for latent print examination and evidence reviews, evidence processing for latent prints, the comparison of recorded prints on documents, such as prints in notary journals, and the detection of falsified print evidence. Bill is also available to provide expert witness testimony in the areas of fingerprint evidence and crime scene investigation.
